I am building a mountain bike for a family member. What are the best flat bar levers for Avid MTB BB7 disc calipers?

I want something strong and with decent modulation for 180mm front and 160mm rear rotors.

Avid Speed Dial.  They have adjustable cable pull, they're cheap, and they're made to work with that brake.  I have them on a BB7 equipped bike.  A quick Google search will turn up a pair from  Dan's Comp for around $15.

I agree.  When I had BB7s on my mountain bike, I tried a bunch of different levers.  The Avid Speed Dial 7 levers worked the best.  I even tried the super expensive Speed Dial Ultimate, but they were no where near as good as the Speed Dial 7s.
